JOLTS is a monthly survey conducted by the US Bureau of Labor Statistics, begun in December 2000, that measures job openings, hires, and separations (quits, layoffs and discharges, and other separations) across US nonfarm establishments, providing a fuller picture of labor-market dynamics than payroll or unemployment counts alone. The quits rate, the share of employed workers voluntarily leaving their jobs, is particularly closely watched as a proxy for worker confidence, since workers tend to quit more readily when they are confident about finding a new job, and the ratio of job openings to unemployed workers is a standard gauge of labor-market tightness cited frequently by the Federal Reserve.
