The Caribbean Development Bank is a regional development bank headquartered in Wildey, St. Michael, Barbados, established by an agreement signed on October 18, 1969 that entered into force on January 26, 1970. It finances social and economic development programs in its member countries through loans, grants, and technical assistance, drawing on a membership of twenty-eight states that includes nineteen borrowing members from the Caribbean, four non-borrowing regional members (Brazil, Colombia, Mexico, and Venezuela), and five non-regional non-borrowing members (Canada, China, Germany, Italy, and the United Kingdom).
